How to Fix The only container orchestration platform supported by Red Hat is OpenShift Container Platform. docker swarm was unsupported on CentOS 7, and remains unsupported on Rocky Linux 8 due to the fact that Red Hat does not ship or support the docker container runtime on Rocky Linux 8. podman does not replace or replicate the swarm functionality.
